Who invented the rubber duck?

I've been looking for information on the history of rubber ducks. Does anybody know who invented them, or when they first appeared? I've heard they were around before WWII, but I can't find any information other than that. Anything you guys know will be helpful. Thanks!

P.S. I've been collecting rubber ducks and accessories for about 2yrs, and I have about 160 items.
